Born on December 13, 1967 in Settat, Morocco, Khalid Safir is a graduate of Ecole Polytechnique in Paris (1991) and the National School of Statistics and Economic Administration - ENSAE Paris (1993).
Khalid Safir started his career at the Office of Port Operations in 1993 as Head of the Financial Division of the port of Casablanca. In 1995, he joined the Ministry of Finance as Head of Studies. He was later appointed Director of Remuneration and Pensions Department in the same Ministry starting from 1998. From 2004 to 2006,
Khalid Safir was the Director of Modernization, Resources, and Information Systems at the General Treasury of the Kingdom of Morocco.
In 2006, His Majesty the King appointed Khalid Safir as Governor of the prefecture of Al-Fida-Mers-Sultan districts, and in 2009 as Governor of the prefecture of Casablanca-Anfa districts. In 2011, he was appointed Secretary General of the Ministry of Economy and Finance.

On October 15, 2013, His Majesty the King appointed Khalid Safir Wali of the Greater Casablanca Region and Governor of the Casablanca Prefecture, then Wali of the Casablanca Settat Region and Governor of the Casablanca Prefecture, on October 13, 2015, following the implementation of the new zoning plan of the Kingdom. On June 25, 2017, His Majesty the King appointed Khalid Safir as Wali, General Director for Local Authorities.

On July 13, 2022, His Majesty the King appointed Khalid Safir Director General of Caisse de Dépôt et de Gestion (Morocco’s Deposit and Management Fund).

Khalid Safir is married and father of four children.
